The Greensburg Board of Aviation Commissioners met Monday evening.
The board's attorney, Donald Tribbett, provided the board members with the appraisals and review appraisals that have been completed for fee simple and avigation easement. Fee simple is sometimes called fee simple absolute because it is the most complete form of ownership. A fee simple buyer is given title (ownership) of the property, which includes the land and any improvements to the land in perpetuity.
Avigation easement is an easement or right of overflight in the airspace above or in the vicinity of a particular property. It also includes the right to create such noise or other effects as may result from the lawful operation of aircraft in such airspace and the right to remove any obstructions to such overflight. Mr. Tribbett asked that the board consider moving to allow him to obtain title searches and to extend offers to the property owners. He noted that, if the offers are not accepted, he be given authority to begin eminent domain action.
After Mr. Tribbett completed his review and recommendations with the board, Mr. Dooley made the following motion: "I move that the Greensburg Board of Aviation Commissioners accept the appraisal reports for the Goddard and Sterchi properties and authorize and direct its attorney, Donald J. Tribbett, to obtain title searches and extend the following uniform offers to the appropriate property owners as identified in the title searches:
Goddard Family, LLC - $667,875 - 52.42 acres in fee simple (parcel 6)
Fred Sterchi - $3,300 - 0.96 acre avigation easement (parcel 17)
Fred Sterchi - $226,000 - 15.362 acres in fee simple (parcel 9)
and to initiate an action in eminent domain to appropriate the properties in the event the offers are rejected." The board approved the motion 3-0.
Mr. Dooley then provided the financial report with $49,698.11 in the Airport Improvement Account; $42,540.39 in the Aviation and Rotary Fuel Account; and $115,088.03 in the Airport Operations Account for a total of $207,326.53. There is an available balance of $3,162,932 that can be drawn from the Jackson County Bank account. There are several federal and state reimbursements that have not been received at this point.
Paul Shafer from BF&S reported that all initial surveys are complete and preliminary engineering continues to take place. He confirmed that they are waiting for completion of all steps of the remaining surveys. Airport Manager Jerry Scheidler reported that fuel sales have increased due to additional crop dusters using the airport. He also noted that there will be 2 hangars available for rent at the end of August.
The board will hold its next meeting on September 23rd at 7:00 pm at Greensburg City Hall.
