The Greensburg Board of Aviation Commissioners met Tuesday evening. Vice President Jon Dooley presented the financial report with $121,841.13 in the Airport Operations Account; $50,124.75 in the Aviation and Rotary Fuel Account; and $102,217.42 in the Airport Improvement Account for a total of $274,183.20. Mr. Dooley also reported on the structure of accounts for the $3.5 million revolving loan/line of credit with Jackson County Bank. The board has a business checking account and the line of credit account with funds transferred as needed. The board has already written several checks including $2,000 to Griffin Real Estate for the appraisal process; $25,000 to Ice Miller LLP for legal services; and over $25,000 to Baker Tilly Municipal Advisors. It was pointed out that the $500,000 in city EDIT funds is scheduled to pay the local share of the project. President Bill Ernstes stated that the board needs to discuss the budget for 2020 next month, in particular the payment of loan interest every 6 months. He also suggested that the board decide on an amount above the loan interest be paid every 6 months as well.
The appraisal process for the project has started with 4 pieces of property completed. Paul Shaffer from BF&S described the 4 pieces of property as key because they are where actual construction will take place. The review appraisals will take place in the next 45-60 days and it is expected that board attorney Donald Tribbett will provide the board with a recommendation, with the board having the authority to decide when or if any offers are made.
Mr. Shaffer provided the board with partial payment 3 for Airport Improvement Program 13 for additional surveying and services. The federal portion of the payment is $11,961 with state and local payments of $664.50 for a total of $13,290. He also recommended that the board roll over its $150,000 in non-primary entitlements funds from the FAA. He stated that the funds can be rolled ahead 4 years when necessary. The purpose of this request was that the project is not far enough along to spend those funds this year. He also recommended that the board establish a goal of 5.5 percent as its Disadvantaged Business Enterprise goal as required by any organization receiving Federal funding. The board approved each item.
Airport Manager Jerry Scheidler stated that the runway striping will take place as weather permits. He noted that all hangars are rented and there has been an increase in fuel sales.
The board will hold its next meeting on June 24th at 7:00 pm at Greensburg City Hall.
