The Greensburg Redevelopment Commission met Thursday evening. City Engineer Ron May provided updates on the project status for Veterans Way Phase II, Lincoln Street, and the Railroad Bridge Feasibility Study. Mr. May stated that the critical element for Veterans Way Phase II remains right-of-way acquisition. Two of the seven parcels have been secured and paid with a third to be considered for payment during the claims portion of the meeting. One of the necessary parcels has recently changed hands with the new owner showing some interest. The contract letting date will likely be pushed back to January 2019 due to the right-of-way issues. He reported that the design plan is about 90 percent complete and the construction engineering agreement is in place.

The Lincoln Street project continues with utility relocation. All new water and gas lines have been installed and are waiting on moving service from the old to the new lines. Duke Energy will be on site to relocate poles on Monday and Frontier is making progress in moving its in-ground facilities. Mr. May reported that the portion of Lincoln Street from the south of North Street is available for work by the contractor. He stated that North Street, Central Avenue, and Hendricks Street will remain closed for the duration of the project. He expressed some pessimism with the completion date set in the contract, believing a mid-November completion date to be more likely.

The Railroad Bridge Feasibility Study shows that there is not sufficient space to go over the tracks between Main and McKee Streets. The study has changed to consider an underground crossing which creates additional right-of-way demands, utility conflicts, along with the upcoming submission date requirement. The application period opened May 1, 2018 and will close at 5 p.m. on August 31, 2018 EST. Applications will be reviewed, scored and awarded by the end of September.

The commissioners approved outstanding invoices. The parcel acquisition of about $827,800 for Veterans Way Phase II will require a draw from the bond from First Financial. The commissioners also approved the semiannual payment of about $256,000 in principal and interest to Main Source Bank.

The Redevelopment Commission will hold its next meeting on August 16th at 6:30 pm at Greensburg City Hall.
